pam_limits: do not override systemd's limits by default; add the
set_all option to restore previous behavior, Closes: #995236
Factor out the pam_limits patch that requires explicit root from the part of the patch that sets explicit defaults.
Drop the part of the patch that treats set_all as if it is always set.
