Add ABSL_INTERNAL_ATTRIBUTE_VIEW and ABSL_INTERNAL_ATTRIBUTE_OWNER attributes to Abseil.
This will enable diagnoses similar to those enabled by ABSL_ATTRIBUTE_LIFETIME_BOUND.
