The layering_check feature ensures that rules that include a header
explicitly depend on a rule that exports that header. Compiler support
is required, and currently only Clang 16+ supports diagnoses
layering_check failures.
The parse_headers feature ensures headers are self-contained by

The legacy thread annotations were spellings that were not prefixed
with ABSL_ and caused conflicts with other libraries. These spellings
have been removed by default for a while, but could have been added
back with the temporary compile flag
-DABSL_LEGACY_THREAD_ANNOTATIONS. This change completely removes the
legacy spellings.
If you were relying on the legacy spellings, the fix is
straightforward. Simply add the ABSL_ prefix. For example,
GUARDED_BY() becomes ABSL_GUARDED_BY().

s/round/rint/ in exponential_biased
`rint` differs from `round` in that it uses the current FPU rounding
mode. It’s thus potentially faster, since it doesn’t have to save and
restore FPU state. It also is more reflective of developer intent –
most developers expect all FPU operations to use the current rounding
mode, and having exponential_biased follow that rule seems ideal.

Skip floating-point edge-case tests when using an x87
32-bit Intel CPUs use 80-bit floats for intermediate values, which can
change the results of floating point computations from what we normally
expect. Identify tests that are sensitive to the x87, and skip them when
we’re on 32-bit Intel.

This prevents false positives in the clang-tidy check bugprone-use-after-move;

Rework absl::MockingBitGen internal mock registry.
Use a virtual base class with template-specialized derived classes to implement match method rather than taking the address of a function specialization and using casts everywhere.
This combines several of the previously type-erased pointers into a single object, eliminates the separate cleanup container previously used, and eliminates some gratuitous static_cast<>s.

Fix float conversion for PPC.
In PPC `long double` is a double-double representation which behaves weirdly
wrt numeric_limits. Don't take `long double` into account when we are not
handling `long double` natively anyway.
Fix the convert test to always run the conversion even if we are not going to
compare against libc's printf result. This allows exercising the code itself to
make sure we don't trigger assertions or UB found by sanitizers.

On macOS, `mem_alloc` is defined like this:
rpc/types.h:86:#define mem_alloc(bsize) calloc(1, bsize)

Simplify CordRepExternal allocation/deallocation.
I think this can save some memory when `Releaser` is empty and when on platforms where alignof(CordRepExternal) < (default `::operator new` alignment).
We no longer need the API requirement that alignof(Releaser) <= (default `::operator new` alignment).
Also remove another static_assert from a TODO in cord_internal.h and fix some warnings about calling std::move on a forwarding reference.

Remove the MockingBitGenBase base class in favor of type-erasure in BitGenRef.
In Abseil random, mocking was split across two different classes,
MockingBitGenBase and MockingBitGen. This split existed because Google Mock is a
test-only library that we don't link into production, so MockingBitGenBase
provided a low-overhead scaffold used to lookup mocks when in test code, but
which is unused in production code.
That has been replaced by type-erasure which looks for a method named
CallImpl with the correct signature.
Weaken the coupling between MockingBitGen, DistributionCaller, and MockOverloadSet.
Rename CallImpl to InvokeMock()
Previously, the implementation of DistributionCaller was also split across different files using explicit instantiation of the DistributionCaller struct and some details in the Mocking classes. Now Distribution caller uses the presence of the InvokeMock() method to choose whether to use the mockable call path or the default call path.

Implementation detail change.
Introduce ABSL_NAMESPACE_BEGIN and _END annotation macros which indicate the beginning and end of a `namespace absl` scope. Currently these do nothing, but they will be used to inject an inline namespace for LTS builds (to avoid symbol collisions against other Abseil versions).
These macros should not be used by end users, because end users should never write `namespace absl {` in their own code.
This CL applies these annotations to all code under //absl/base/. The rest of Abseil will be annotated in this way in follow-up CLs.

Rewrite GetNominalCPUFrequency to use advapi32 instead of shlwapi
Using shlwapi.dll means that gdi32.dll is loaded which then makes process destruction more expensive, which is unacceptable for some uses. There may be other places that pull in gdi32.dll - this just fixes the one.

Eliminate the pointer in absl::Flag, which points to n space where we were storing flag's default value. We also eliminate additional (now unnecessary) allocation for flag's default value.
Instead we'll initialize the flags value directly from the value specified in ABSL_FLAG.
If the default value is updated via the call to SetCommandLineOptionWithMode we are replacing pointer to initialization routine to pointer to new default value.
