This change mainly affects 32-bit platforms. Similar to
4618865caf8596742a9fd7c28a70a46b5e277794, check for size_t overflow
in all places where string result sizes are precomputed before allocation.

escaping vs unescaping:
* Move table documenting escaping conversions to be next to the internal escaping code that implements it. Mention it from the internal _un_escaping code (which reverses it) too.
* Centralize the two arrays which map from normal chars to escaped chars (k(WebSafe)Base64Chars), and make bidirectional documentation links between them and their reverse (unescaping) maps (kUn(WebSafe)Base64).
* Remove redundant list of escaping/unescaping methods in the public escaping.cc.

Tag absl::StatusOr with [[nodiscard]] when it is available
[[nodiscard]] provides better diagnostics on classes than the current
ABSL_MUST_USE_RESULT, which expands to
__attribute__((warn_unused_result))
Ideally we would make ABSL_MUST_USE_RESULT expand to [[nodiscard]], but
we would need to fix all code to build with [[nodiscard]] first.

Eliminate call to callback from flag initialization.
We do not need to have this invocation inside FlagImpl::Init since SetCallback performs invocation anyways. Calling InitCallback from inside of Init complicates separation of value initialization from data guard initialization, which is about to happen.
