newlib: fix conflicting configure options
Configuring the newlib with "--enable-newlib-nano-formatted-io" and
"--enable-newlib-io-pos-args" would cause built GCC cannot compile some
IO functions like "std::cout".
And I added additional notes at Nano Formatted I/O config.
