gcc: Add CC_GCC_LIBSTDCXX_TARGET_CXXFLAGS
This parallels the newlib-nano setting,
NEWLIB_NANO_GCC_LIBSTDCXX_TARGET_CXXFLAGS, and provides a place to
specify options that control how libstdc++ is build, such as
-fno-exceptions.
