uClibc: Don't use CROSS, use CROSS_COMPILE instead
As per:

CROSS= is for compatibility, but we plan on dropping older uClibc
versions, and adding uClibc-ng and uClibc-snapshot support.
Use CROSS_COMPILE instead.
