Update picolibc to 1.7.6
* Fixes 1.7.4 issue with recent meson versions which error on
'descrption' typo.
* Positional parameters (%$1d) in printf/scanf
* Lots (and lots) of math library exception/errno fixes; now tested against
glibc test suite.
