... in uClibc and glibc.
Fixes #681.
While here, relocate additional "sources" for uClibc/binutils into packages/
directory.

I've added the .config files to contrib/uClibc-defconfigs from buildroot
to use as default configs if they are not provided in the sample.
If a particular architecture really needs an option set, it should be
either updated in the manange_uClibc_config function in
scripts/build/libc/uClibc.sh or a custom ${uclibc_name}.config should be
added to the sample (usually via `ct-ng saveconfig`).

The missing definition of $tmpdir caused it to default to /tmp, which
may cause problems when testcases generate temporary files in the
current directory ($TOPDIR) and then try to access them at $tmpdir.
Errors such as the following were reported in test-suite runs for both
arm and powerpc toolchains due to $tmpdir pointing to /tmp and files
being generated in $TOPDIR:
error: could not open dump file '/tmp/dump1/dump-noaddr.c.011t.cfg':

DG_TARGET does not exist as a variable, it is expanded only once
at installation time.

Fix the use of quotes in contrib/gcc-test-suite/Makefile to solve the
problem where board.exp is incorrectly generated on some build systems
where 'echo -e' is not handled correctly.

This patch adds support for installing the gcc test suite. A helper
Makefile is provided for building and running the gcc tests.
The default configuration runs all gcc tests and requires automatic
ssh/scp login access to a networked target board. See README for
more details.
Note: Current feature is tested with the powerpc-unknown-linux-gnu
sample but it should work with others as well.
