Fix "random" ChangeLog handling

..., so that the correct things get done for "make dist".

	* ChangeLog: Elaborate on "random".
	* Makefile (gitlog-to-changelog_rev, ChangeLog_specs): Add entries
	for "random".
	(gen-ChangeLog): Handle that.
