Add the necessary infrastructure to serve passive translators

* netfs.c (netfs_get_translator): New function.
* procfs.c (procfs_get_translator): Likewise.
* procfs.h (struct procfs_node_ops): New field get_translator.
(procfs_get_translator): New function declaration.
