Remove `serverboot'; fix "make dist" in `mach-defpager'.

  serverboot/wiring.c, serverboot/wiring.h: Move to `mach-defpager/'.

* mach-defpager/Makefile (LCLHDRS): New variable.
  (vpath): Remove.
  (CPPFLAGS): Remove `-I$(srcdir)/../serverboot'.

* mach-defpager/setup.c (page_aligned): Make public.
